Effects of Implementing Welfare Technology in the City of Västerås
The City of Västerås and researchers from the Center for Welfare Change are examining whether the health and welfare technology introduced in 2023 at 13 elderly and service housing facilities has led to improvements for both residents and staff.
This is what we shall do
We will investigate whether physical safety, health, and independence for residents have increased compared to before the technology was introduced. Comparisons will also be made to see if staff’s physical accessibility has improved. Various methods will be used to measure the outcomes, such as examining routines, logs, and gathering staff experiences.
Goal
The results from the study will inform adjustments to the technology and routines to achieve improved outcomes for residents and staff. Knowledge dissemination is a key priority in the evaluation process.

That’s why the City of Västerås wants to explore the use of health and welfare technology
Falls, departures from the facility, and the need for physical supervision in elderly and service housing place high demands on staff and can significantly impact the quality of life for residents. Health and welfare technology can assist staff in managing these challenges, but it requires substantial resources for acquisition, setup, and use. Altering or discontinuing existing routines can also lead to frustration and confusion. Therefore, Västerås Municipality needs to determine if the technology delivers the desired outcomes.
