Research on New Approaches to Welfare Services
Researchers at the Center for Welfare Change will investigate Eskilstuna Municipality's decision to engage a comprehensive service provider for welfare services. We will also examine the unique model chosen by the municipality in its procurement of health and welfare technology.
This is what we shall do
Eskilstuna Municipality has chosen to engage a "comprehensive service provider" to ensure they have all the necessary support not only for the present but also for the next 8 years, including all aspects related to technology. Likely, tens of thousands of residents and employees could benefit from the technology, across various life stages and situations. This naturally requires significant insight from the municipality to identify and confirm needs, understand how benefits can be realized, and calculate the outcomes.
The Center for Welfare Change is a key partner in this crucial effort to support the municipality's decision-making, evaluate the impacts of the service provider's work, and monitor the unique model chosen by the municipality.
The municipality, the service provider, and researchers at the center will collaborate on defining desired outcomes, evaluating the actual impacts achieved, and determining how the benefits for individuals and society are calculated.
Goal
- The goal is to identify the effects of adopting a comprehensive service delivery model for welfare services.
- The knowledge development and dissemination from this collaboration is expected to be significant, both within the municipality's operations and for other actors in Sweden who are considering how their own work with welfare technology can become more scientifically based and therefore evaluable.

Procurement of health and welfare technology can be a complex process, especially when acquiring multiple types of technology in different phases. This involves mapping needs, application, training related to the technology, change management, decommissioning of old systems, and more, which can require surprisingly significant resources. Moreover, with multiple suppliers potentially involved. That’s why the municipality chose to try a new approach and procured everything they might need in one comprehensive sweep.
